For certain planes require transponder on only after liftoff

Description

For example, for the DA F70 it is turned on automatically at liftoff. Define a new variable (e.g. autoXPDR) for the status of such aircraft models, and in that case only check that the transponder is on before 10 seconds after liftoff.
