Be more lenient with reverse for certain types

Description

The ground speed limit below which it is forbidden to use the reverse should depend on the type. For Fokker and Tu-134/154 the limit is lower (even 0?) due to the engines being higher.

In case of Tu-134/154 the limit should 50 knots.
