New overspeed and stall handling procedure

Description
The old overspeed limits should be restored.
The fact of overspeeding and stalling should be logged, but no fault should be logged for 30 seconds.
The wind speed and direction should be logged every 5 seconds starting with the start of the overspeed/stall until 20 seconds after the condition has ceased.
